Brennan is an internationally known expert on electricity markets and
regulation. He has written numerous articles and co-authored two books on
electricity and energy policy. His recent research has focused on energy
efficiency, and presently serves on the Maryland Energy Outlook Advisory
Committee. He served on the White House staff as senior economist for
industrial organization and regulation with the Council of Economic Advisers.

Brennan’s expertise in antitrust includes monopolization cases, mergers, and
collusion. His research covers these as well as the economics of regulation.
He has worked for the U.S. Department of Justice and Federal Trade Commission, and spent a year at the Canadian Competition Bureau. He has worked on cases involving Microsoft and AT&T, and his recent research focuses on when programs such as bundled services and rebates reduce competition.
